Dr. Ghassan Frache is a senior academic leader and vocational education expert with over 25 years of experience across Australia and the UAE. He specializes in designing industry-aligned qualifications, employer-led apprenticeship models, and future-ready workforce systems. Currently serving in a leadership role at ADVETI, he has led large-scale initiatives in curriculum development, quality assurance, and
national qualification alignment under NQC frameworks. Dr. Frache holds a Doctor of Education focused on a Learning-by-Doing model for 21st-century education, which underpins his approach to integrating education with real work environments. He is also the founder of FutureSkills Advisory, where he supports organizations in embedding AI, innovation, and capability development into their systems. His work

Apprenticeship 2.0 in Practice: Evidence from Employer-Led Workforce Integration in the UAE

Session Summary:

This session presents research on evolving apprenticeship models in the UAE, based on data from 283 apprentices across industry-linked vocational programs. The presentation challenges traditional success metrics (enrollment and graduation rates) and introduces a workforce integration perspective where employment begins during training. Findings reveal patterns of full-time and unpaid contractual arrangements, exposing strengths and tensions in employer-led models. The session proposes an "Apprenticeship 2.0" framework that repositions vocational education as a co-owned system between education providers and industry, offering practical implications for policymakers and employers navigating the AI-driven economy.
