Human Resources Specialist - Ministry of Education, Saudi Arabia

Noof Ali Turki is a PhD candidate in Educational Leadership at Qassim University. She holds a Master’s degree in Educational Technology and a Higher Diploma in Human Resource Management. She specializes in human resource management and human capital development within the educational sector.

She has over twenty years of leadership and administrative experience, during which she has held several positions in the Education Administration, including Assistant Director of Human Resources, Director of the Human Resources Development Unit, and Head of Administrative Development.

She leads developmental initiatives in designing and implementing professional growth plans and building training systems based on digital transformation and ubiquitous training. She has also developed a professional expertise transfer model linked to performance management and competency frameworks. She contributed to automating the full training lifecycle through an integrated electronic system covering needs assessment, implementation, impact measurement, and certificate issuance, in addition to preparing operational manuals and training impact measurement tools.

She holds the Strategic Excellence in Business for Human Resources Management (SEBHRM) certification. Her professional and research interests focus on strategic human resource management, workforce planning, digital transformation in training, and institutional knowledge development aligned with the objectives of Saudi Vision 2030.
